White Papers
According to the Aedelant Constitution, the Fører "may require the opinion, in writing, of his principal officers upon any subject relating to the duties of their respective offices." These opinions are formatted as memoranda known as White Papers.

Typically White Papers are no more than a single page outlining an issue and presenting recommended course of action. They are presented to the Fører by the Lord Home Secretary or his representative as they are received. Once considered they are a matter of public record and are deposited in the archives at the Gimlé. As such, White Papers are written with public disclosure in mind.

White Papers are considered both a tool of executive decision making and of legislative oversight. Some Førers have largely ignored the White Papers and preferred more personal exchanges. However, it is still considered the duty of any officer who interacts with the Fører to record the details of these exchanges for the record.

Subject: Anisorian False Flag

  1. The Treaty of Ærilar, signed on August 28, 7574, created a common tariff on all commercial traffic from non signatory states transiting straits and their immediate approaches. Anisora introduced a flag of convenience policy for Vittmark in November 7574 in express violation of the treaty.
  2. Possible diplomatic action against Vittmark and/or Anisora is not advised. A letter of protest has been issued, as is routine, by agents of my predecessor in Pena and Östvallen. A second letter of protest may be coordinated with signatory states demanding that lost revenues from the open registry be reimbursed. However, it is our assessment that the current political regime in Anisora is unlikely to cooperate and would use such action as political justification to withdrawal of Anisora from the Treaty. Removing Anisora from the treaty would no doubt precipitate an undesirable non-military response and will only weaken the political propriety of the tariff.
  3. Possible legal action against Anisora allowing immediate response while delaying action in hopes of amicable political conditions in Anisora is preferred, albeit unconventional. Anisoran sovereign immunity precludes our government from standing to sue Anisora in its own courts but it is possible to have an entity with legal standing to represent our interest.
  4. Military action, such as an inspection and confiscation program of Anisoran flagged vessels transiting the Aedelish straits, is justified but not advised at this time.

Subject: Illegal Fishing

  1. My office has solicited the opinions of the Aedelish and Cykerian fishing operations, including Norðurfyrirtæki, on the effect of illegal fishing on their business. Although all reported encountering Vittmarker vessels in the exclusive Aedelish fisheries, none reported the incursions have negatively effecting their operations or diminished yield.
  2. Aedelish fishing operators have requested the ban on fishing Vittmark's exclusive waters be lifted. Cykerian fisheries have expressed no such interest. My office does not advise such action. However, we do see no pressing need to enforce penalties for violations if Vittmark continues to ignore Aedelish exclusive rights.

Subject: Illegal Fishing

  1. Aedeland traditionally recognizes an exclusive fishing area 3 nautical miles from the coastline. However, the Treaty of Ærilar has extended that area to 100 nautical miles from the coastline. Vittmark has protested this expansion and continues to illegally fish in Aedelish waters.
  2. Inspection and confiscation of Vittmarker flagged commercial vessels in exclusive Aedelish fisheries is within the capabilities of the Nordvåpen Rikismarine. Rather than patrol thousands of square miles of open ocean concentrating our resources on productive and proven fisheries would be a within our existing active naval capability. Such a deployment would, of course, require a full vote of the Lögrétta with all associated political consequences. It is further the assessment of my office that such an expenditure of resources without the justification of actual harm would be wasteful.

  1. As directed, my office is propositioning the governments of Amberia, Anat Tahan, Auresia, Halland, United Royal Provinces, and Helreich to arrange a conference on the matter of Anisoran Flags of Convenience.
  2. With your consent, I would like to begin testing the opinion of our allies within the cartel on the feasibility of excluding Anisora from the Treaty.
  3. Furthermore, I advise refraining from opening a civil case in Vittmark. Regardless of how the court would rule, it would only make reversing the false flagging more difficult.
