I would think it prudent that Kamura initially would seek a diplomatic agreement to press ahead with her plans for asserting her maritime sovereignty but be starkly aware - the era of open strait access through Kamuran waters is over.

Kamura wants to secure dominance of access to the ports of Maritime Davai for herself and her merchant fleets, viewing this region as an unofficial extension of the Empire, all it's constituent polities her tributaries. She is willing to do this with the military support of the Senekan, her vast navy. Mindful of the prospect of aggression from the Pastanan powers she is aware of the strategic value of the Andrea Islands in particular. The day may come to acquire them for the Empire, how soon that day is, is not yet clear....

In negotiations, Anisora could be offered an oil and gas extraction contract for Moreva in Hwandeon where deposits exist in co-operation with Kamura which could do with improving it's own extraction methods. It could also be awarded a fractional quota of shipping licences through the Kamuran Straits. Although Kamura would be unwilling to give away too much and get walked over.

Kamura's preferred trade partner is probably Fisks which exists to tap the West Davaian market and is quite ideally an autonomous corporate agent of a relatively small Stoldavian nation. Clear intent, easy to understand motivations and a low likelihood of taking more than willingly given while also having access to the latest Anarian technologies and products.

Like aforementioned, Kamura might see another route forward regarding Anisora more rewarding but this is not yet accounting for Auresia.

Naturally Kamura will use whatever means are available - but diplomacy seems like the logical place to start. It is interesting that Kamura's moves to assert her own direct sovereignty over the waterways comes just after/alongside the collapse of the Straits Cartel in Anaria, which tried to do the same on an international level. There will doubtless be some interesting comparisons drawn, and I will have to think further on Anisora's own reaction to this.

At the moment the Anisoran government stands as the champion of free trade in Anaria - and while Anisora isn't the biggest naval power, she will certainly use her newfound influence to test the waters, as it were. Anisora has recovered from the losses of the PAW, and with the recent boons to her own shipbuilding industry her naval might is not insubstantial. Considering the recent Haeverist revolution in Aedeland and her general position in Anaria, the relative 'strength' of the Anisoran economy at present has persuaded the Anisoran government to embark on a large rearmament programme, with the navy at the centre. This may well be seen in Anaria as a test of Anisora's commitment to 'free' trade. Should be interesting!

Rather ominous! Anisora is naturally concerned about such an eventuality - it will require careful diplomatic manoeuvring!

We'll have to discuss the specifics of this and the context within which it is presented in greater detail at some point. Whether Anisora would sign a deal with Kamura would depend on how the negotiations go. But putting oil and gas on the table will certainly get their attention. And having just signed one of the biggest deals in decades with Arsas, the Anisoran government would feel confident going into negotiations. Perhaps too confident? We'll have to see!

The existence of Fisks is partially based on The Bind, but since that one downsized OOG I would most certainly welcome a better developed raison d'ëtre with Kamura playing a role. With Fisks as a trading partner Kamuran products would easily reach Anarian markets, if it's not directly by Fisks traders then it might happen through port concessions, e.g. Fisks' vessels docking in Skara and flog everything off to the Amberians present there. The Bind is doing this as well.

If you want to open a discussion on the Kamuran-Fisks Relations, I might open another thread for that! It'll grow into negotiations on what sort of relationship will be. I would think those Islands act as a base for administering Fisk enterprises, both aerial and maritime in the Shangti while much of the shipping actually sails out of Kamuran ports straight to Skara but under Fisks flag.

A similar things could be happening with Bind shipping though I think questions would be raised in Kamuran circles over whether the Wolgos would be trustworthy enough for the task. They'd be like the cheap option for shipping you're stuff to Anaria whereas Fisks would be the sought after one. Kamuran shipping lines would be mid-market, fairly competent but novices outside the Shangti and a bit caught up in politics...

The islands function indeed as a base for Fisks' enterprises, originally trade, nowadays even production. Aerial presence is zero, Fisks doesn't have any ledger points here. Shipping directly from Kamura to places like Skara, Östvallen and Talpå - under Fisks' flag - is an excellent plan. Because Fisks' fleet is limited in size as well, I have defined it as 9 steel hull steamers.

And yes, the Wolgos can not be trusted. If you want to export to Anaria, Fisks is your man. If you want to end up as lunch, deal with the Wolgos by all means Wink

Just a nitpick there, naval and air points only really cover military capability I think. When it comes to merchant infrastructure you don't really have any limitation beside development level. Fisks being a 'colony' of Vittmark, it has her development level so you should be able to have airships commercially. You've written this into previous lore even!

If Fisks has a mutually beneficial agreement with Kamura then Kamura will probably offer it protection.

It would be weird to have civilian airships and not use them for military purposes, it's usually the other way around. And surely, during the last decade or so the assetts of Vittmark will have made it to Fisks, but the homeland is not really an Anarian economic powerhouse that can support huge overseas enterprises.

I'm pretty sure Kamura and Fisks have some beneficial agreement, otherwise Fisks would have had it really tough to stay put there in the north.

I've decided to make this thread a general 'West Davai Development Thread'. I can't actually find the old thread of that name that was set up so I'll use this one.

I've done some tinkering with Yan. I maybe should have ran by you guys first but got somewhat carried away. I've not changed the character of Yan too greatly, much of the previews art and cultural concept Tommy added many years before I was here remain.

I just altered the government type to a bureaucratic absolute monarchy similar to the RW Qing Dynasty and updated the wiki to account for new lore. I'm making way for a narrative to do with the Silk Trade, smuggling and the hunt to acquire raw materials for Kamura's industries...
