The monarchy of the Auresian Empire - also referred to as the Imperial High Seat or the Scarlet Dynasty - is the absolute hereditary monarchy of the Realm and its Colonies. The title of the reigning monarch is Dynast Emperor or Dynast Empress. Collectively, they are referred to as the Dynast Sovereigns.

As of April 7567, the occupant of the Golden Lion Throne is the Dynast Emperor Cephorus IV.

The monarch and their immediate family undertake a variety of official, ceremonial and diplomatic duties, and members of his family can also attend to representational duties as well. As the monarch is an absolute one, his or her preference to the approach of power can vary, but a range of traditions exist. The monarch is non-partisan with issues of state unless he sees a matter which is not being resolved adequately by his subordinates or that is causing rifts of partisan disagreement within the ranks of the Imperial Curia. In these cases, he will intervene as he sees fit.

One of the most absolute rules of the Court of Elestis states unequivocally that no weapons shall ever be drawn in the Imperial Presence. To do so warrants immediate seizure and imprisonment, or death if the insult is considered especially grievous. The only exception shall be if the Tentenal were required to do so in defense of their master. This has yet to happen, but if ever it did, only the command of their master would abate their protective fury.

The Auresian monarchy traces its roots to the time of Cephorus I, the Dynast Father of Auresia who shifted the largely parliamentary Empire of the original founding into a system with a powerful executive and greater promotion of imperialist ideals and traditions. It is for this among many other reasons that Cephorus I is referred to universally as the Dynast Father instead of as the Dynast Emperor, as he is the Pater Patriae of the modern Empire.

The reigning Dynast Sovereign is Cephorus IV, sixty-fifth occupant of the Golden Lion Throne.

The Dynast Sovereign is responsible for numerous executive duties. They lead the state and government, charge its ministers and directors to attend to official business with a disciplined, sensible, and ethical approach. They likewise oversee numerous regular and ceremonial functions.

Within the legislative sphere, the Dynast Sovereign is responsible for several critical functions. They open every annual session of the Imperial Parliament, they provide final approval for the nominees to ministerial, bureau, and state administration posts that have been approved by the Parliament, and they formally lead the Parliament in its work, though they rarely attend a session. Likewise, when and if deemed necessary, the Sovereign can dissolve the Parliament and call for a general election. This has yet to happen.

Lastly, and most important, of the legislative duties of the Sovereign, is their approval or veto of bills passed by the Chambers of Parliament. When bills are passed by a majority vote of the Parliament, they are presented to the Sovereign for their review and consideration. At this point, the Sovereign has two options - they may grant Imperial Assent, affixing their signature and seal, which formally make the bill into law; or, they exercise Imperial Veto, and send the bill back to the Parliament with a brief explaining their reasons for blocking the bill. At this point, the Parliament reviews the bill and seeks options for its sufficient modification to retain its function while satisfying Imperial reservations.

One of the key powers of the Dynast Sovereign is as High Magistrate, holding final authority over all judicial matters within the Empire. In this capacity, the Sovereign can investigate any judicial matter past or present and can override any ruling passed by a lower court.

The Dynast Emperor is likewise sovereign of the chivalric orders of the Empire, and is the Fount of Honour. He raises, maintains and brings down the Peers of the Realm as their merits and his will dictates. Likewise, certain high decorations of military and civil service are his alone to present.

Appointments & Dismissals

The key political, colonial and military officials of the Empire must have the sanction and approval of the Dynast Emperor to serve. Upon their selection, their Seal of Accession is struck by the Master Engineer. It will be presented to them by the Emperor, at which time they will kneel and kiss his hand in acceptance of the post and in recognition of the Emperor's lordship over their post. Also, the Dynast Emperor is the only authority in the Empire that can elevate an officer to become a marshals.

Similarly to being the sole power to appoint ministers and marshals, only the Dynast Emperor may dismiss these officers without appeal. He will often do so with the recommendations of his ministers for egregious behavior, poor performance or corruption. Likewise, the Emperor can dismiss an official who has failed their duties or for other reasons, if he so feels it necessary. In any such case, dismissal by the Emperor is final and no reason can be demanded.

The Dynast Sovereign resides primarily at Veneziano Palace in Cedelphia, the official residence. It is from here that the Sovereign has all of the resources and personnel necessary to coordinate, monitor, and direct Curia and military operations. Aside from Veneziano, the Sovereign maintains the estate at Epoxague, which is part of the Home Park, a private area of land on the edge of the Imperial Reserve. It is between these two palaces that the Sovereign mainly works, though Epoxague functions also as a private retreat for the Imperial family. Like the official residence, it is well-secured.

Outside of these two sites, the Sovereign also maintains a private seaside residence known as Portivorno House on the Isle of Galinara, off the northern shores of mainland Auresia. It is traditionally here that members of the Imperial family spend their honeymoons, and the Sovereign traditionally comes here every August for the annual regatta that takes place in the nearby port town of Ampelotana. The winners of the various competitions receive their trophies personally from the Sovereign. The present Sovereign, Cephorus IV, also retires to the residence for four weeks every year after Winterfest.
