The Delegates' Chamber

The House of Delegates - in Auresian Camera di Delegati - is the lower chamber of the bicameral Imperial Parliament of Auresia.

The House is also known as the "Green Chamber" for the room in Pomesena Palace where it meets.

The House of Delegates, as the lower chamber of the Imperial Parliament, serves as the "chamber of representation of the people and their communities" and is known as the "chamber of the people". Its sittings can become extremely lively and energetic, and are known for sometimes being particularly loud and raucous.

Parliamentary secretaries, which represent the various Curia ministers, as well as the First Minister, are appointed from among the membership of the House. These individuals serve to speak on their behalf in response to queries or challenges posited by members. In this way, the Delegates remain appraised of Curia business and can challenge the government when they feel appropriate.

Legislation may be introduced in either House of Parliament. The Delegates has the power to debate, amend, and reject bills that have passed the House of Lords. In the event of a rejection, the bill returns to the upper house, and the two houses enter negotiation on modification of the bill.

Passage of any legislation within the lower house is the same as it is in the upper house - a simple majority (50% plus one) is required for the bill to be approved by the chamber.

By tradition, the Delegates sit Mondays through Fridays. These sittings are open to the public. The Delegates are required to sit a minimum of 140 days every calendar year, or fourteen days in each of the ten months of that year's legislative session. The only months when the parliament does not meet are June and December. This rule also applies to the House of Lords.

Each morning when the house assembles, the members first hold prayers before declaring as one, "Per il nostro popolo e il nostro impero. Dio salvi il Dinast Sovrano!" At this point, the Speaker directs the members to sit, and business commences.

All sittings of the Delegates are transcribed verbatim into the Farinacci, and are a part of public records held by the Imperial Archives & Records Administration.

("For our People and our Empire. God save the Dynast Sovereign!")

The House of Delegates consists of 682 members, each of whom represents a single-member parliamentary constituency district within the twenty-two prefectures. Elections are called every five years, and candidates are required to receive a plurality of votes in a first-past-the-post voting system. Members of the Delegates are identified by the post-nominals "MP", which stand for Membro del Parlamento, or "Member of Parliament". Members serve five-year terms and are not limited on the number of terms they may serve..

Numerous qualifications apply to potential candidates for a seat in the House of Delegates -

  • Candidates must be at least 30 years of age.
  • Candidates must have a minimum of 10 years residency in the district where they intend to campaign, and must reside within said district.
  • Only native-born Auresians may sit in the lower house.

  • No candidate for membership in the House may be currently, or in the process of, having their estate sequestered.
